The reason why Vaan can also see “Rasler” is unexplained. The best explanation we ever get is that Vaan, like Ashe, is also desperately seeking some sort of revenge for Rasler’s death. He may not be the Occuria’s chosen, but perhaps their omen can be seen by him because he and Ashe currently have similar goals.
We don’t ever learn if the “Rasler” Vaan sees is actually Reks, but I feel like we’d know for certain if Vaan were to actually see a vision of his brother. Vaan has had dreams of Reks before, but those were dreams of Reks slowly wasting away. Unlike Ashe’s visions of Rasler, we’ve never seen Reks in a position of power and agency.
I like the line “Basch told me about him” because it implies that conversation happens between party members, even if the player doesn’t witness it during the game. More specifically, it establishes that the relationship between Basch and Ashe has started to move beyond doubt and betrayal and loss.
